		<description>Missed 13 out of 19 meetings this year . . . . . well that&#039;s very interesting. I know there is an alternate in place, as I was one of two candidates for that position.  Gail Fleming was appointed and by all counts is qualified and available.  How mind boggling is it that Fred Geisler may be removed from the city&#039;s PAB?  MAY being the operative mind boggler!And this administration as the mayor likes to refer to himself, is bragging about its restructuring skills?</description>

		<description>This is from the Langley Municipal Code.  I&#039;m taking today off to clean wind debris, and didn&#039;t quite feel like doing it yet.  This is perhaps more important, depending on your point of view.

I&#039;ve also been curious as to why other city boards can have non-resident members but this board can only have 1, and that member must live in the UGA.  This rule excludes a lot of Langley property owners and business owners, as well as professionals who are experienced with zoning and building codes as well as SEPA and other planning issues.

18.20.040 Planning Advisory Board
- Membership
A. There is created a planning advisory board, which shall consist of five members.
Four members must be residents of the city.  The members of the planning advisory board
shall be appointed by the mayor and approved by the city council as per Section
18.20.080 of this chapter. They shall serve for a term of three years.
B. There shall also be one alternate member, who must be a resident of the city,
unless previously having served on the board. The alternate member shall be
appointed in the same manner as the regular board members.
C. The alternate member shall serve on occasions when a regular board member will
not be able to attend a board meetings due to an excused absence approved by the board.

candidates. The mayor shall appoint nominees to serve on the planning advisory board subject to city council confirmation. (Ord. 527, 1989)

Here is the information posted on the Langley website for the other board positions that are open.  Note that neither position requires Langley residency, nor do the members need to live in the UGA.  I wonder why the the Planning Advisory Board has different rules?  The following information is from the City of Langley&#039;s website.

By the way, the Langley Muni code states that there will be a council joint meeting annually with all the boards/committees.  When was the last time that actually happened?  I couldn&#039;t find record of that.
