		<description>I&#039;d like to know why the Open Meeting Policy Act  - Chapter 42.30 RCW (OMPA) was not followed at the last city council by you, Ms. Neff?  The OMPA is a safeguard for city councilmen and women to protect themselves from the appearance of bias or favoritism.  It is also a safeguard for the public to have the same information the council members have when they are discussing something as important as an email inquiry from a citizen.  You openlly discussed with the other council members an email from Mark Wahl that sounded like it raised innumerable questions about the CMA parking lot development.  Its contents were never made available to us citizens in attendance. It appeared to me that the other council members knew about this email but I don&#039;t remember it being discussed or even mentioned at the Workshop prior to the meeting.  If it was, I apologize for missing that fact.  

If you are as concerned about the negative energy that seems biased as you state you are, then you will dig in and do your homework and conduct our business in a way that gives us confidence in fairness, transparency and due deliberation in your discussion of our business.  And yes, you are to be commended for your volunteer work as a councilwoman.  I am happy for you that others are giving you affirmative feedback.  We all need that.  Even constituents, Ms. Neff.</description>

As per your bylaws, one of the few times the council is supposed to go into executive session is to address personell matters.  The proper public outcome of any session like that would be a statement about POLICY: either a confirmation of the present employee chain/flow of questions/concerns or
a proposal for changes in it.

When Debbie was forced by you to defend herself and responded to your innapropriate remark by mentioning that the mayor reprimanded Mary Jo McCardle for doing the same thing, why didn&#039;t you apologize to her on the spot?

You have not yet publicly apologized to Debbie for your hurtful words.  This is another chance for you to do so.  Others have asked you to do this but so far, you haven&#039;t responded in any way.  I&#039;d like an
