I realize that appealing to the public may not get the Council members to vote for you; so I ask the seated Council members, and the applicants wishing to represent the citizens of Langley, for a method for the public to talk with the applicants, and how to ensure some communication from the candidates with the public in a fair fashion. If this were a voting decision, a candidates' platform would be on the table. Thank you. The reason for the RCW quoted, is to allow the people to elect someone as soon as possible. This way, someone couldn't resign a few months into their term (like Sparkman), then have someone else appointed in their place for the rest of the term.
