Dude:

Then all the council would have to do is appoint someone who promises not to run in the next election. I don't know if the state allows this but many other counties and municipalities do.

There are pros and cons to each method but the abuse of the appointment process under Gilman calls for the method above to be used to begin to even playing field

Since citizens get no chance at a City Council meeting to ask questions of a candidate for the newest City Council member appointee, I hope that the candidates will consider responding to a few citizen queries here.

I realize that appealing to the public may not get the Council members to vote for you; so I ask the seated Council members, and the applicants wishing to represent the citizens of Langley, for a method for the public to talk with the applicants, and how to ensure some communication from the candidates with the public in a fair fashion.

If this were a voting decision, a candidates' platform would be on the table. Thank you.

State Law does not allow for a special election. The reason for the RCW quoted, is to allow the people to elect someone as soon as possible. This way, someone couldn't resign a few months into their term (like Sparkman), then have someone else appointed in their place for the rest of the term.

Yes Commuter:

Robert Gilman has been asked over and over again by numerous people to hold an open election to restore some semblence of credibility to the council. . .as he has stacked the entire council (and the mayor's office through a previous council appointment) by appointing each and every one of them

Mr. Gilman: Stop pretending you don't hear your constituents and address this issue.

From the City of Langley webite, here is the clarification of the 5 City Council seats.

If the person for the VACANT Seat # 2 that was vacated by Russell Sparkman starts 1/1/2011, he/she will stay in that seat until 12/31/2013, per the City of Langley website. I do not know if Mr. Gilman's interpretation of State Law is correct, and would like clarification regarding that.

http://langleywa.org/city-council.html

SEAT 1: Rene Neff, expires 12/31/13 (appointed to seat originally)
SEAT 2: VACANT, expires 12/31/13 (Russell Sparkman appointed to seat originally)
SEAT 3: Fran Abel, expires 12/31/11 (Jim Recupero's position)
SEAT 4: Robert Gilman, expires 12/31/13 (appointed to seat originally)
SEAT 5: Bob Waterman, expires 12/31/11 (appointed to seat originally)

Let's get a legal opinion on this so we fully understand the issue. Are the appointees up for election at the very next election date, or at the end of the Seat's term?

The problem isn't the term of the appointment.

The problem is that it isn't an election.

Is it true that no open council seats have been filled via election in more than 8 years?

That is hilarious!!! I would much rather see "vandals" pulling harmless pranks like this than the alternative of destroying property such as vehicles and residences. Lets face it; the South end is boring and most everyone down here is stuffy and want their noses in everyone else's business when they can not even manage their own lives. Give it a break and be glad your vehicle or house wasn't broken into.
